Candidates are required to be onsite in Canberra. Remote work of up to 2–3 days per week may be negotiated after 6 months, subject to approval.

Description:

Our client is seeking an experienced Senior Business Analyst to support large and complex programs of work and capability uplift initiatives. The role focuses on understanding business processes, eliciting requirements, and identifying solution options to support informed decision-making.

You will work closely with business areas to analyse needs, improve processes, and contribute to strategic outcomes through effective stakeholder engagement and delivery of high-quality business artefacts.

Responsibilities:

  • Analyse and redesign business processes to improve efficiency and effectiveness
  • Elicit, analyse and document business requirements, data flows and system interactions
  • Develop business artefacts including process models, data models, business cases and capability blueprints
  • Assess feasibility of process and system changes and recommend solutions
  • Facilitate stakeholder workshops and support decision-making on complex issues
  • Support delivery of business process improvements with project and delivery teams
  • Build and maintain stakeholder relationships and provide high-quality briefings
  • Ensure documentation complies with project governance and quality standards
  • Contribute to continuous improvement of business analysis practices
  • Represent the work area at meetings and forums
  • Participate in internal communities of practice
  • Undertake occasional interstate travel if required

  • Proven experience delivering business analysis services across complex programs
  • Strong ability to identify business needs and translate them into actionable requirements
  • Experience developing business artefacts and documentation to a high standard
  • Demonstrated ability to work collaboratively with stakeholders and delivery teams
  • Ability to support process improvement and capability uplift initiatives

Essential Criteria:

  • RLMT 6 - Stakeholder relationship management: Level 6 (SFIA) Leads the development of comprehensive stakeholder management strategies and plans. Builds long-term, strategic relationships with senior stakeholders (internal and external). Facilitates engagement of stakeholders to support delivery of services and change projects. Acts as a single point of contact for senior stakeholders. Negotiates agreements and ensures alignment with stakeholder needs. Oversees monitoring of relationships and leads improvements.
  • BSMO 6 - Business modelling: Level 6 (SFIA) Defines modelling standards and quality targets. Maintains organisational models and leads improvement initiatives. Represents the organisation as a modelling expert where required.
  • BPRE 6 - Business process improvement: Level 6 (SFIA) Leads large-scale process improvement aligned with automation and new technologies. Develops organisational policies, standards and methodologies. Drives adoption and consistency across user groups.
  • BUSA 6 - Business situation analysis: Level 6 (SFIA) Leads analysis in complex environments with significant organisational impact. Promotes holistic analysis prior to change initiatives. Engages executive stakeholders and defines organisational standards.
  • REQM 6 - Requirements definition and management: Level 6 (SFIA) Champions requirements management practices. Develops organisational standards and leads requirements activities for complex programs. Drives adoption and capability uplift.

Desirable Criteria:

  • UNAN 5 - User experience analysis: Level 5 (SFIA) Determines and manages user experience and accessibility analysis approaches. Provides expert guidance and develops tools and standards for user-centred design
  • Prior experience in an intelligence or law-enforcement environment, including cross-agency stakeholder engagement
