Description:

Our client is seeking a Senior Change Manager to lead and coordinate organisational change management activities supporting complex technology and cyber security initiatives.

The Senior Change Manager will focus on the people aspects of change, including changes to business processes, tools and technology, job roles and organisational structures. Working with business, technical and executive stakeholders, the role will assess change impacts, readiness, risks and dependencies while supporting the adoption of new roles, responsibilities, governance arrangements, processes and ways of working.

The successful candidate must demonstrate substantial organisational change management experience at an EL1-equivalent level and be capable of working with a considerable degree of independence, exercising sound professional judgement and managing competing priorities in a complex, multidisciplinary environment.

Responsibilities:

  • Develop, implement and maintain change management strategies, plans, frameworks, procedures and supporting artefacts.
  • Assess stakeholder impacts, change readiness, risks, dependencies and organisational capacity.
  • Translate complex technical and strategic information into clear business impacts and practical change interventions.
  • Develop and deliver stakeholder engagement, communication and change-readiness activities.
  • Facilitate workshops, consultations, impact assessments and readiness discussions.
  • Support leaders, teams and stakeholders to understand and adopt new roles, responsibilities, governance arrangements, processes and ways of working.
  • Identify and manage resistance to change and recommend proportionate mitigation strategies.
  • Coordinate change activities across related cyber security initiatives, including identifying overlaps, dependencies and cumulative impacts.
  • Support the development and implementation of an operating model, roadmap, implementation plan and performance measures.
  • Establish and monitor measures of readiness, adoption, implementation progress and benefits.
  • Prepare high-quality reports, briefs, presentations, communications and other change documentation.
  • Maintain accurate, accessible and reusable change management records and artefacts.
  • Provide professional advice, coaching and support in applying the endorsed change approach.
  • Build internal change capability through mentoring, on-the-job coaching, structured knowledge-sharing sessions and staff shadowing.
  • Document relevant methods, procedures and lessons learned to support continuity and reduce future contractor reliance.
  • Perform other related organisational change management activities as reasonably directed.

Requirements:

  • Substantial organisational change management experience at an EL1-equivalent level.
  • Ability to work with a considerable degree of independence, exercise sound professional judgement and manage competing priorities.
  • Ability to build productive relationships in a complex, multidisciplinary environment.
  • A recognised relevant change management qualification such as Prosci, Change Management Institute accreditation, Agile Change Leadership or equivalent qualifications to the practitioner level.
  • Familiarity with project and change management software such as Jira or Proxima.
  • Previous experience supporting vulnerability management initiatives is desirable but not mandatory.
  • Experience supporting the design or implementation of a divisional or enterprise operating model is desirable but not mandatory.

Essential Criteria:

  • Demonstrated experience leading complex change initiatives in highly regulated environments. Provide detailed examples of experience managing large-scale change efforts in highly regulated environments (e.g. government, healthcare, financial sectors). Highlight the complexity of the change, key challenges, change success and outcomes achieved.
  • Detail the candidate’s approach to stakeholder engagement and communications in multi-stream programs. Outline the candidate’s methodology for engaging and communicating with stakeholders across multiple workstreams. Include strategies used to maintain alignment across diverse teams, foster collaboration and ensure clear, consistent messaging during significant organisational change.

Desirable Criteria:

  • Strong communication and negotiation skills and the ability to influence stakeholders at all levels including senior executives and external agencies.
  • Minimum 5 years’ experience in project change management.
  • At least 5 years’ experience in change management within large scale ICT projects for Federal Government with specific focus on vulnerability management projects.
