Working arrangements: This role is based in Canberra with flexible working arrangements available. A hybrid model applies, with a minimum of three days per week in the office. Work-from-home days should be planned around in-person business engagements and workshops to ensure effective collaboration. Final working arrangements will be agreed in line with our client’s policy.

Description:

Our client is seeking multiple Senior Organisational Change Managers to lead and deliver change management activities across a portfolio of projects.

This is a senior position requiring the successful candidate(s) to provide strategic change advice while executing end-to-end change activities to support effective delivery, strong adoption, and the realisation of business outcomes and benefits. The role will work closely with senior executives, program and project managers, IT teams and business units to ensure change strategies align with project objectives and broader organisational priorities.

Responsibilities:

  • Develop a change management framework and templates to uplift change management maturity

  • Provide strategic advice and coaching to project and program teams to drive adoption, manage resistance and improve stakeholder confidence

  • Develop and execute overarching change strategies, roadmaps and integrated plans to minimise change fatigue

  • Monitor and report on change progress and benefits realisation

  • Engage senior executives, managers and teams to build a change champion network and secure buy-in

  • Assess organisational readiness and develop mitigation strategies to address resistance

  • Develop change impact assessments, change strategies and change management plans for individual projects

  • Lead and execute change activities across multiple projects

  • Develop training needs analyses and training plans to support new ways of working

  • Assist program and project teams in developing benefits maps, benefit profiles and benefit realisation plans

  • Provide ongoing support to embed change and realise intended outcomes and benefits

Essential Criteria:

  • A minimum of 7+ years of experience as an Organisational Change Manager.

  • Experience in developing and implementing change management frameworks, strategies and plans across portfolios of work.

  • Leading and executing change management activities across complex portfolios, programs and projects in the Public Sector.

  • Applying and integrating change management methodologies to program delivery, and project waterfall and agile delivery.

  • Experience in benefits realisation management, including development of benefits artefacts and ongoing benefits management.

  • Proven experience in tailoring change management methodologies to meet the complexities of programs and projects, including demonstrated change management certification.

Desirable Criteria:

  • PROSCI change management certification.

  • Working knowledge of Parliamentary processes and institution of Parliament will be advantageous.
