Description:

Our client is seeking a Master Scheduler to design and implement an integrated program scheduling and resource management framework for infrastructure delivery activities.

The Master Scheduler will work closely with program and project managers, technical specialists, operational leaders and executives to ensure resources are effectively planned, prioritised and utilised to meet organisational objectives. At the completion of the engagement, Program and Project Managers must be capable of maintaining and adapting the scheduling framework without ongoing specialist support.

Responsibilities:

• Design and implement an integrated resource planning and master scheduling framework.
• Develop and maintain resource scheduling methodologies suitable for specialist technical teams.
• Establish standards, tools and processes for resource forecasting, allocation and scheduling.
• Define governance arrangements and performance measures to support effective resource management.
• Develop scheduling procedures, guidance materials and supporting documentation.
• Develop and maintain an integrated master schedule encompassing projects, maintenance activities and operational work.
• Build and maintain resource-loaded schedules to support workforce planning and delivery management.
• Establish demand and capacity baselines to inform forecasting and prioritisation activities.
• Validate schedule assumptions, dependencies and resource requirements with project and operational stakeholders.
• Conduct resource capacity assessments across teams and functional areas.
• Analyse workforce utilisation, workload distribution and resource availability.
• Identify current and emerging resource constraints, risks and bottlenecks.
• Develop short, medium and long-term demand and capacity forecasts to support organisational planning.
• Model alternative delivery and resource allocation scenarios to address competing priorities and changing business needs.
• Assess the impact of schedule changes, emerging operational requirements, resource constraints and new initiatives on delivery outcomes.
• Provide analysis, options and recommendations to support prioritisation, investment and resource allocation decisions.
• Prepare reports, dashboards and management information for executive stakeholders.

• Master Program Schedule – integrated schedule across all work streams.
• Resource Register – central view of resources, skills and allocations.
• Resource Capacity Model – current and forecast capacity analysis.
• Demand Forecast – forecast resource demand by project and activity.
• Scenario Models – multiple prioritisation and delivery options.
• Scheduling Methodology – documented process and governance.
• Handover Package – training, guidance and transition documentation.

• Demonstrated experience establishing complex master schedules for large programs.
• Advanced expertise with Microsoft Project, or equivalent enterprise scheduling tools.
• Strong expertise in workforce planning, resource management, forecasting and capacity analysis.
• Experience working with specialist technical resources.
• Advanced analytical, problem-solving and scenario modelling skills.
• Advanced proficiency in project planning and scheduling tools such as Microsoft Project or equivalent enterprise scheduling platforms.
• Experience working within highly regulated environments.
• NV2 Clearance.

Desirable Criteria:

• Security or infrastructure programs experience.
• Experience supporting capital works or security infrastructure programs.
