Description:
Our client is seeking a Technical Program / Project Manager to lead the delivery of a complex identity and access management modernisation initiative.
The role will manage a phased transition from legacy identity technologies to a supported, cloud-ready architecture centred on Microsoft Entra ID. The initiative encompasses identity foundations, workforce identity integration, application onboarding and Single Sign-On, identity governance, cyber security uplift and transition from legacy technologies.
The successful candidate will coordinate multidisciplinary technical and business workstreams across discovery, design, implementation, testing, deployment, operational readiness and transition. They will work closely with architects, engineers, business analysts, testers, cyber security specialists, operational teams, vendors and managed service providers.
Responsibilities:
- Lead project planning and delivery across discovery, design, implementation, testing, deployment, operational readiness and transition activities.
- Develop and maintain the project management plan, integrated schedule, delivery roadmap, milestones, resource plan, budget forecasts, governance calendar and reporting arrangements.
- Coordinate interdependent work across architecture, engineering, business analysis, testing, cyber security, procurement, change, communications and operational teams.
- Manage project scope, schedule, budget, quality, risks, issues, assumptions, decisions, dependencies and change requests, ensuring timely escalation and resolution.
- Establish and maintain project governance and prepare clear status reports, decision papers, briefings and recommendations for governance forums.
- Coordinate labour hire personnel, vendors, managed service providers, application owners and subject matter experts to ensure activities, deliverables and acceptance responsibilities are understood and aligned.
- Monitor supplier and project performance against agreed deliverables, milestones, dependencies and acceptance criteria, and support contract and financial management activities.
- Plan and facilitate project workshops, delivery meetings, risk and issue reviews, technical coordination forums, stage-gate reviews and lessons-learned activities.
- Coordinate architecture, security, testing and release assurance activities, including design approvals, SSP and SRMP development, IRAP and penetration-testing support, UAT, Tech CAB and production-readiness decisions.
- Coordinate deployment, migration, cutover, rollback, hyper-care and recovery planning across business, technical and operational stakeholders.
- Ensure project documentation, approvals, records, evidence and deliverables are complete, current, auditable and maintained in client-managed repositories.
- Drive business and operational readiness, communications, training, knowledge transfer, benefits tracking and transition to business-as-usual support arrangements.
- Support project closure, final acceptance, financial closure, lessons learned, benefits realisation and handover of outstanding actions.
Requirements:
- Demonstrated experience managing complex ICT projects across discovery, design, implementation, testing, deployment and transition, involving multiple technical workstreams and business stakeholders.
- Demonstrated experience developing and maintaining integrated project plans, schedules, delivery roadmaps, budgets, resource plans, governance artefacts, RAID registers and executive reporting.
- Demonstrated ability to manage scope, risks, issues, dependencies, decisions, change requests, quality and delivery performance within a structured project governance environment.
- Demonstrated experience leading and coordinating multidisciplinary teams comprising architects, engineers, business analysts, testers, cyber security specialists, operational teams, vendors and managed service providers.
- Demonstrated experience managing suppliers, procurement activities, deliverables, milestones, financial forecasts, acceptance criteria and contract performance for complex technology delivery.

Essential Criteria:
- Labour Hire Workers and Supplier Personnel MUST include in their response any potential conflicts of interest which may arise in performing duties during the term of the Contract. This includes (but is not limited to): owning interests and/or ongoing employment with ICT businesses who deliver services to the Commonwealth; have vested interests in ICT technologies; have relationships with Buyer personnel involved in the Contract’s scope. Response to this question does not count towards a candidate’s word/page limit.
Desirable Criteria:
- Evaluation Criterion 1: The extent to which a candidate & seller demonstrates an understanding and appreciation of the Requirements (Role description + Key duties and responsibilities + Technical Skills).
- Evaluation Criterion 2: The extent to which a candidate & seller demonstrates the capacity, capability, and experience to fulfil the Requirements (Role description + Key duties and responsibilities + Technical Skills) to a high standard and within any specified timeframes. * The Buyer will consider potential onboarding delays and impacts to timeframes if candidates do not possess a current security clearance. * The Buyer will consider non-compliance with details of the Working Arrangement.
- Evaluation Criterion 3: The risk associated with a candidate and/or seller. Including (but not limited to) those identified during interviews; referee reports; non-compliance with contract terms and conditions; financial viability risks; conflicts of interest; and any other due diligence checks considered by the Buyer.
